Huawei is not a brand you'd expect to find when checking out smartphones offered by major US mobile carriers. And yet AT&T has just announced the Huawei Impulse 4G – its first handset that's manufactured by the Chinese company. The Impulse 4G will be available starting September 18 for only $29.99 on contract. And yes, this is the same Impulse 4G that was mistakenly believed to be made by Samsung not long ago.
